What are the conditions under which the right-holder is entitled to compensation for litigation costs due to the other party's unjustified delay?

The right-holder is entitled to compensation for litigation costs if it is proven that the other party compelled him to resort to litigation, and it is proven that the other party is not entitled to what he claims in his original lawsuit. This is based on the principle of justice and the saying of the Prophet (peace be upon him): "The delay of a solvent person is injustice" and "No harm shall be inflicted or reciprocated," and what Sheikh Al-Islam Ibn Taymiyyah established, that whatever expenses the right-holder incurs due to the oppressor's dilatory tactics shall be borne by the oppressor who delays.
